Is my weaving draft uploaded to the cloud?

No. Your drafts and progress stay on your iPhone or iPad. You don't need an account, and you can weave without Wi-Fi.

What happens if I get a new phone or reinstall the app?

Because everything lives on your device, your library doesn't move over on its own. Keep your WIF files, and any copies you made with Save as…, so you can open them again on the new device.

Your Pro purchase is different. It's tied to your Apple ID, so you can bring it back on a new device. The restore purchases guide explains how.
